Understanding Internet Blackouts

A transparent, audit-ready system for detecting and documenting internet shutdowns using only public, consensual data sources. Designed for journalists, researchers, and policymakers.

πŸ“‹ How It Works

1
πŸ“‘

Data Collection

We continuously poll public APIs from RIPE Atlas and RIPE RIS to gather DNS measurements and BGP routing data.

2
πŸ”—

Evidence Hashing

Every data point is cryptographically hashed and stored in tamper-evident chains for independent verification.

3
πŸ”

Correlation Analysis

Our engine aligns measurements and routing events to detect patterns consistent with connectivity disruptions.

4
πŸ“Š

Visualization

Results are presented in an accessible dashboard with confidence scores, timestamps, and downloadable evidence.

πŸ“– Public Legend

Technical definitions used across the dashboard.

BGP (Border Gateway Protocol)

The system that exchanges reachability information between networks on the internet. BGP withdrawals indicate routes being removed from global view.

Prefix

A block of IP addresses announced in BGP (e.g., 203.0.113.0/24). Prefixes going offline indicate potential connectivity loss.

ASN (Autonomous System Number)

Unique identifier for a network operator that announces routes to the internet. Used to track which networks are affected.

Transit Provider

Upstream network that carries traffic to and from other networks, often enabling international connectivity.

DNS Resolution

The process of converting domain names to IP addresses. Failed DNS queries can indicate blocking or connectivity issues.

Latency

Time delay for data to travel between two points. Elevated latency can indicate network congestion or deliberate throttling.

πŸ›‘οΈ Evidence Principles

Constraints that protect legal defensibility and public trust.

πŸ”’
Lawful Sources Only All data comes from public APIs. No active probing or packet interception.
πŸ“
Confidence Bounds Scores reflect corroboration, not causality. We use hedged language like "consistent with."
πŸ”
Hash Verification Every dataset is hashed and logged in append-only evidence bundles.
πŸ‘οΈ
Full Transparency Methods, sources, and limitations are documented for independent review.
⚠️
Fail-Closed System halts on errors rather than producing unreliable data.
πŸ”„
Reproducible Evidence bundles allow third parties to verify all findings.

πŸ“‘ Data Sources

We rely exclusively on public, read-only data sources.

RIPE Atlas DNS measurement results from globally distributed probes. Provides latency, resolution success, and reachability data. atlas.ripe.net β†’
RIPE RIS (RIPEstat) BGP routing updates showing prefix announcements and withdrawals from multiple collection points. stat.ripe.net β†’

⚠️ What We Cannot Claim

Transparency about our limitations is essential for credibility.
